No. The only drive capable of creating a DVD is a DVD-R, DVD+R, or DVD+-RW drive. A traditional DVD drive is only capable of reading a DVD, but not write to a disc or burn a blank disc.

If you’re unsure if your computer has a DVD burner, or a drive capable of creating discs open Device Manager and look under the DVD/CD-ROM drives area. In the picture is an example of two different drives capable of writing to a DVD.
